<p>Sejak kasus pertama di Indonesia dilaporkan lebih dari duapuluh tahun lalu hingga saat ini, penelitian soal HIV dan AIDS telah banyak dilakukan – kebanyakan mengenai aspek medis dari persoalan ini. Sementara, kajian-kajian gender maupun feminis yang berkaitan dengan HIV di Indonesia tidak banyak ditemukan. Padahal dalam kaitannya dengan isu kesehatan – HIV hanyalah salah satu dari sekian banyak masalah kesehatan yang wajib ditangani negara &#8211; konsep gender menjadi penting karena selama ini perempuan banyak dirugikan, terpinggirkan dalam memperoleh akses, partisipasi, kendali dan manfaat ke sarana pelayanan kesehatan. Ketidaksetaraan dalam akses pelayanan ini di banyak tempat mempengaruhi jumlah kasus yang dilaporkan pada perempuan: dibanding pada laki-laki, temuan kasus pada perempuan lebih rendah. Dalam persoalan HIV, setidaknya terdapat empat hal yang menyebabkan hal tersebut:</p>
<ol>
<li>Perempuan seringkali tidak tahu status HIV pasangannya dan tentunya tidak tahu kalau dirinya telah terinfeksi pula;</li>
<li>Sekalipun telah mengetahui dirinya mengidap HIV, perempuan seringkali takut memberitahukan keluarganya atas stigma dan diskriminasi yang mungkin akan diterima dari keluarganya sendiri;</li>
<li>Dalam pelayanan kesehatan, perempuan cenderung tidak ditanya tentang perilaku risiko tinggi dirinya maupun pasangannya sehingga kebanyakan kasus HIV ditemukan saat sudah stadium akhir – terlambat didiagnosis di stadium awal;</li>
<li>Program promosi dan pelayanan kesehatan dalam pencegahan dan penanggulangan AIDS kerap menjadikan perempuan sebagai obyek intervensi. Hal ini disebabkan masih kurangnya pemahaman gender petugas kesehatan dan belum tersosialisasikannya strategi penanggulangan AIDS yang sensitif gender.</li>

<p>Oleh karena itu, IPPI sebagai jaringan perempuan dengan HIV di Indonesia bekerjasama dengan KPA Kota Jayapura dengan dukungan dari KINERJA – USAID telah berhasil melakukan Lokakarya Sehari Integrasi Kekerasan Terhadap Perempuan dan HIV&amp;AIDS sebagai upaya untuk menjawab kebutuhan perempuan di tanah Papua khususnya perempuan dengan HIV dalam upaya meningkatkan respond lokal yang bertujuan untuk memproteksi perempuan dari kekerasan dan infeksi HIV.</p>
<p>Lokakarya ini dihadiri oleh 31 orang mewakili multi-stakeholder yang terdiri dari unsur pemerintah Kota Jayapura, perwakilan Rumah Sakit dan Puskesmas, <em>International Development Partner</em>, Lembaga Swadaya Masyarakat, Jaringan Orang Terinfeksi HIV Papua (JOTHI) dan Ikatan Perempuan Positif Indonesia Papua (IPPI).<strong> </strong></p>
<p>Pertemuan ini dibuka oleh Kinerja –USAID dengan memberikan informasi terkait dukungan dan inisiatif dari Kinerja bekerjasama dengan IPPI dan KPA Kota Jayapura dalam upaya memproteksi perempuan khususnya perempuan dengan HIV akan kekerasan dan infeksi HIV baru. Lokakarya ini juga dihadiri oleh Wakil Walikota Kota Jayapura, dimana dalam paparannya disebutkan bahwa pemerintah Kota Jayapura memberikan perhatian khusus akan epidemi HIV pada perempuan serta mengakui kerentanan mereka akan kekerasan.</p>

<p align="center"><strong><em>Ada keterkaitan antara kekerasan terhadap perempuan dan infeksi HIV, contohnya banyak ibu-ibu kesulitan dalam bernegosiasi penggunaan kondom dengan suaminya apalagi ketika suami pulang dengan keadaan mabuk dan minta berhubungan seks.</em></strong></p>

<p>Dalam lokakarya ini juga menghadirkan empat orang narasumber, yaitu: Kepala Dinas Kesehatan Kota, Biro Pemberdayaan Perempuan dan Perlindungan Anak Kota Jayapura, IPPI Nasional dan Perempuan dengan HIV yang mengalami Kekerasan Dalam Rumah Tangga (KDRT). Dalam paparan para narasumber mengungkapkan bahwa adanya korelasi antara kekerasan terhadap perempuan dan HIV&amp;AIDS. Survey Kekerasan yang dilakukan oleh IPPI di tahun 2012 menunjukkan bahwa perempuan dengan HIV mengalami kekerasan sekurang-kurangnya dua jenis kekerasan dalam waktu yang bersamaan, situasi ini juga dikuatkan oleh narasumber perempuan dengan HIV dari Papua yang mengalami kekerasan psikis dan fisik sekaligus.</p>

<p>Dari aspek komitmen dan layanan kesehatan, Kepala Dinas Kesehatan Kota menyampaikan bahwa Puskesmas di Kota Jayapura telah menyediakan layanan yang dapat diakses oleh perempuan korban kekerasan.</p>

<p>Lokakarya ini telah mampu mengumpulkan para stakeholder terkait dalam mendiskusikan upaya memproteksi perempuan dalam kerentanannya akan kekerasan dan infeksi HIV. Dalam lokakarya ini sangat terlihat bahwa komitmen kepemimpinan dari Pemerintah Kota Jayapura dalam menangani epidemi HIV&amp;AIDS pada kelompok perempuan serta penanganan korban kekerasan. Pemerintah Kota Jayapura melalui Wakil Walikota Kota Jayapura, Kepala Dinas Kesehatan Kota, Badan Pemberdayaan Perempuan dan Perlindungan Anak serta Kepolisian telah menunjukkan komitmen kepemimpinan yang tinggi melalui program dan layanan yang tersedia di Kota Jayapura.</p>

<p>IPPI is a national network initiated by and for women who live with and affected by HIV established in February 2007 in Surabaya, Indonesia.</p>
<p>IPPI vision is to empower women living with HIV and affected women in order to attain equal and well-being life in their health, social, educational and economic aspects. IPPI mission is to strengthen women living with HIV and affected women’s ability to empower themselves and other women in health, social, educational, and economic aspects through advocacy, funding, skill improvement in order to attain their well-being.</p>
<p>From December 2012 to February 2013, IPPI collaborated with International Council of AIDS Service Organizations (ICASO) to conduct a study in Indonesia which aims to documenting stigma and discrimination against women living with HIV in PMTCT services. According to IPPI’s National Strategic and Action Plan in period 2011 to 2014, PMTCT is major advocacy area for our work. We took this opportunity to collaborate with ICASO and other countries to conduct this study and bring out the voices of women living with HIV. This study is led by and for women living with HIV in Indonesia. As a network, we believe that community of women living with HIV have the power and responsibility  to make policies and programs more responsive to our needs and priorities.</p>

<p>Sebagai sebuah upaya dalam mencapai visi dan misi organisasi, maka IPPI sebagai organisasi telah melakukan serangkaian kegiatan pada tahun 2012 yang telah kami tuangkan dalam Laporan Tahunan IPPI Tahun 2012.</p>

<p id="yui_3_7_2_1_1366078143349_2566">In the framework of the <strong id="yui_3_7_2_1_1366078143349_2563">57th session of the Commission on the Status of Women (CSW) of the United Nations</strong>, the international campaign <strong>&#8220;Women Won&#8217;t Wait. End HIV &amp; Violence against Women NOW&#8221;,</strong> with <strong id="yui_3_7_2_1_1366078143349_2926">Foundation for Studies and Research on Women -FEIM-</strong> as campaign co-coordinator, organized and participated in many important events to bring visibility to the intersection of violence against women and girls and HIV/AIDS, within the framework of the women&#8217;s rights agenda at the 57<sup>th</sup> CSW, whose priority theme was: &#8220;Elimination and Prevention of All Forms of Violence against Women and Girls&#8221;.</p>
<p>On 6 March, the campaign launched its activities with its <strong id="yui_3_7_2_1_1366078143349_2874">official side event: &#8220;Keeping Violence against Women and HIV on the Women&#8217;s Rights Agenda&#8221;, to present the lessons learned on how to incorporate the addressing of violence against women in the national responses to HIV.</strong>The event, in the North Lawn Building of the UN Headquarters, was organized together with UNAIDS and GCWA, and co-sponsored by the Governments of Brazil, El Salvador and Indonesia.</p>
<p id="yui_3_7_2_1_1366078143349_2640">The panel was made up by: the <strong id="yui_3_7_2_1_1366078143349_2637">Ambassador of El Salvador at the United Nations, Carlos García González</strong>; the <strong id="yui_3_7_2_1_1366078143349_2957">Deputy Minister for Women&#8217;s Protection, Ministry of Women Empowerment and Child Protection of Indonesia, Dr. Luly Altruiswaty,</strong> Chief of the Indonesian Delegation; and the <strong id="yui_3_7_2_1_1366078143349_2869">Chief of the Department of STIs, AIDS and Viral Hepatitis, Ministry of Health of Brazil, Dr. Dirceu Greco,</strong> accompanied by the <strong id="yui_3_7_2_1_1366078143349_2955">Ambassador of Brazil at the UN, Ms. Regina Cordeiro Dunlop;</strong> as well as <strong>Jantine Jacobi, Chief of the Gender Equality and Diversity Division at UNAIDS,</strong> and <strong>the project&#8217;s coordinators from Brazil, Indonesia, Peru, South Africa and Ukraine;</strong> and, as coordinator, <strong id="yui_3_7_2_1_1366078143349_2960">Mabel Bianco,</strong> of FEIM.</p>

<p id="yui_3_7_2_1_1366078143349_2964">The project presented by the Women Won&#8217;t Wait Campaign was carried out in those five countries by organizations of women living with HIV and AIDS and women&#8217;s rights defenders.</p>
<p>&nbsp;</p>
<p id="yui_3_7_2_1_1366078143349_2948"><strong>Bianco</strong>opened the panel explaining the Women Won&#8217;t Wait Campaign and its project since 2011 developed a project to incorporate of VAWG in national HIV responses. The goal of the side event was to promote the incorporation in the CSW agreed conclusions the need to address violence against women and girls in the HIV response to decrease women&#8217;s vulnerability to HIV. The project leaders gave statements with strong messages to transmit to CSW, based on their experiences at national level. Among these, <strong>Baby Rivona</strong> from the Indonesian Network of Positive Women (IPPI) stated: &#8220;positive women are sterilized without our consent or we have abortions done without our consent, this has to stop!&#8221; <strong>Lesley Ann Foster</strong> from South Africa said: &#8220;comprehensive sexuality education is key and in my country it is demonstrated that abstinence is not effective&#8221;. Both <strong>Olga Gvozdetska</strong> from Ukraine and <strong>Liz Melendez</strong> from Peru agreed that the participation of organizations &#8220;makes a difference&#8221;, and <strong>Alessandra Nilo</strong> from Brazil said: &#8220;we know that violence against women and girls increases the HIV infection in women, but no one acts, that is what we want to be changed&#8221;. <strong id="yui_3_7_2_1_1366078143349_2965">Jantine Jacobi</strong> from UNAIDS stresses the importance of the issue for UNAIDS and how countries need to advance.</p>
<p>In response to the statements by the women&#8217;s groups representatives, the representatives of government co-sponsors reacted. <strong id="yui_3_7_2_1_1366078143349_2943">Ambassador of El Salvador at the UN</strong> pointed out that his country &#8220;recognizes the importance of this linkage and that is why we are promoting the incorporation of comprehensive care centers and we have already created three in our country&#8221;. The <strong>Deputy Minister of Indonesia</strong> said: &#8220;We need to strengthen our prevention and care programmes for victims and we need them to be sustainable and gender-sensitive. For that reason, we will work together with organizations of women living with HIV and others&#8221;. <strong>Dr.</strong> <strong id="yui_3_7_2_1_1366078143349_2978">Dirceu, Chief of the AIDS Program of Brazil</strong>, affirmed that &#8220;since 2007 Brazil has incorporated the fight against violence linked to HIV in its activities and we will go further on this&#8221;. Unfortunately the <strong>Ambassador of Brazil at the UN, Ms. Regina Cordeiro Dunlop,</strong> was not able to speak because we had to leave the session room for the next meeting.</p>
<p id="yui_3_7_2_1_1366078143349_2644">The session provided a timely opportunity for dialogue between government representatives and women&#8217;s organizations and networks of women living with HIV and installed the issue of the VAW-HIV link in the discussions around the CSW Agreed Conclusions. <strong>The campaign&#8217;s new Factsheet</strong> <strong id="yui_3_7_2_1_1366078143349_2641">&#8220;Addressing Violence against Women Through National HIV Responses-It´s Possible&#8221;</strong> was distributed to all participants (<a href="http://womenwontwait.org/dmdocuments/HI-WWW-CSW57.pdf" rel="nofollow" target="_blank"> http://womenwontwait.org/dmdocuments/HI-WWW-CSW57.pdf</a>).</p>
<p>On 7 March, Women Won&#8217;t Wait held its <strong id="yui_3_7_2_1_1366078143349_2992">NGO Parallel Event</strong> in the UN Church Center: <strong id="yui_3_7_2_1_1366078143349_2973">&#8220;Best Practices for Eliminating Violence against Women and HIV to Advance Women&#8217;s Rights&#8221;,</strong> organized altogether by FEIM and GESTOS. The session was moderated by <strong>Mabel Bianco</strong>, who presented the Campaign and the project being developed since 2011. <strong id="yui_3_7_2_1_1366078143349_2886">Susana Fried</strong>, currently Senior Gender/HIV Advisor at UNDP and founding member of the Campaign, shared the history of the research she led about the need for funding and advocacy for the VAWG and HIV intersection at the global level. <strong>Jantine Jacobi</strong> of UNAIDS presented an overview of the association that has been established between VAW and HIV, including steps and actions taken to address the link, and priorities for scaling up the response to the link towards and in the post-2015 development agenda (see presentation at: <a id="yui_3_7_2_1_1366078143349_2867" href="http://womenwontwait.org/dmdocuments/UNAIDS.WWW.CSW.pdf" rel="nofollow" target="_blank"> http://womenwontwait.org/dmdocuments/UNAIDS.WWW.CSW.pdf</a>). The project&#8217;s coordinators from Brazil, Indonesia, Peru, South Africa and Ukraine presented more in depth on their experiences at country level, including lessons learned and best practices for accelerating the prevention and elimination of VAW through the national HIV responses and vice versa. <strong id="yui_3_7_2_1_1366078143349_3002">Baby Rivona</strong> of Indonesia shared the successes and challenges of IPPI&#8217;s advocacy, the usefulness of working in alliance with other networks including young people and key populations, as well as ways to promote these linkages with the government (see presentation at: <a href="http://womenwontwait.org/dmdocuments/WWW-Indonesia.pdf" rel="nofollow" target="_blank"> http://womenwontwait.org/dmdocuments/WWW-Indonesia.pdf</a> ).  <strong>Liz Melendez</strong> of Peru shared her organization&#8217;s experience working with the network of women living with HIV in Peru to strengthen civil society participation in the national HIV response and the incorporation of the VAWG-HIV link (see presentation at: <a id="yui_3_7_2_1_1366078143349_3017" href="http://womenwontwait.org/dmdocuments/WWW.Peru.pdf" rel="nofollow" target="_blank"> http://womenwontwait.org/dmdocuments/WWW.Peru.pdf</a> ). <strong>Telia Negrao</strong> from Colectivo Femenino Plural in Brazil presented their experience, specially the need for greater integration and the important role of women&#8217;s advocacy for public policies addressing the link (see presentation at: <a id="yui_3_7_2_1_1366078143349_3013" href="http://womenwontwait.org/dmdocuments/WWW-no-Brasil.pdf" rel="nofollow" target="_blank"> http://womenwontwait.org/dmdocuments/WWW-no-Brasil.pdf</a>).</p>
<p id="yui_3_7_2_1_1366078143349_2651">From Ukraine, <strong id="yui_3_7_2_1_1366078143349_3021">Roman Lyubchenko</strong> and <strong>Velentyna Bondarovska</strong>, presented the results of their situational analyses of the HIV response and the VAW response and what they have done so far to strengthen civil society alliances and advocacy to push the government to address the intersection and integrate the link in national policy and programs and next steps (see presentations at: <a id="yui_3_7_2_1_1366078143349_3009" href="http://womenwontwait.org/dmdocuments/WWW-Ukraine.pdf" rel="nofollow" target="_blank"> http://womenwontwait.org/dmdocuments/WWW-Ukraine.pdf</a>). <strong>Lesley Ann Foster</strong> and <strong>Joanna Kehler</strong> of South Africa shared their successful experience of cross-movement advocacy, in the framework of Women Won&#8217;t Wait, for the incorporation of VAWG and Human Rights issues in their country&#8217;s new National Strategic Plan for HIV/AIDS. They also discussed gender-based violence suffered by women living with HIV at the community level and a public campaign they developed targeting the Minister of Health to demand all women&#8217;s sexual and reproductive rights be respected. Finally Mabel Bianco made a reflection about successes and how to scale up the experience and distribution of the WWW factsheet.</p>
<p id="yui_3_7_2_1_1366078143349_2863">During CSW or activities included the participation of Campaign members alongside hundreds of women&#8217;s rights activists in the <strong>NGOs</strong> <strong>8 March International Women&#8217;s Day March</strong>, carrying their slogan: &#8220;Women Won&#8217;t Wait. End HIV &amp; Violence Against Women NOW&#8221;. On Saturday 9 March, Bianco represented the campaign in the re-launching of the Global Coalition on Women and AIDS-GCWA- of UNAIDS, attended by leading activists on HIV and VAWG, including many campaign members and allies. Later that day, Mabel Bianco, Baby Rivona, Alessandra Nilo, Lesley Ann Foster, alongside other women&#8217;s organizations/networks representatives, participated with UN agency and government representatives in the High Level Consultation &#8220;Accelerating Zero-Tolerance to Gender based violence through the HIV response&#8221;, co-convened by UN Women and UNAIDS.</p>
<p>Women Won&#8217;t Wait, through FEIM, also presented a <strong id="yui_3_7_2_1_1366078143349_3039">written statement</strong> to the CSW, <strong id="yui_3_7_2_1_1366078143349_3033">promoting the recognition of HIV as a key issue in the response to VAWG and making recommendations for comprehensive, rights-based approaches for the prevention and elimination of all forms of gender-based violence and HIV in women and girls</strong> (see at: <a id="yui_3_7_2_1_1366078143349_3038" href="http://www.un.org/ga/search/view_doc.asp?symbol=E/CN.6/2013/NGO/109" rel="nofollow" target="_blank"> http://www.un.org/ga/search/view_doc.asp?symbol=E/CN.6/2013/NGO/109</a> ).</p>
<p id="yui_3_7_2_1_1366078143349_2897">Later that week, in the CSW official review panel on 12 March: &#8220;Caregiving in the context of HIV/AIDS: Recognizing and valuing unpaid care work&#8221;, campaign member <strong>Baby Rivona</strong> of Indonesia addressed the public about progress in addressing HIV prevention, treatment, care and support for women living with HIV (see presentation at: <a id="yui_3_7_2_1_1366078143349_3059" href="http://www.un.org/womenwatch/daw/csw/csw57/panels/panel5-presentation-rivona.pptx" rel="nofollow" target="_blank"> http://www.un.org/womenwatch/daw/csw/csw57/panels/panel5-presentation-rivona.pptx</a> ). Campaign members also participated in many other spaces at the CSW, convened by UN agencies, government and civil society, to ensure that the link between VAWG and HIV in women and girls was kept on the agenda, including in events and meetings to prepare for the post-2015 development agenda.</p>

<p id="yui_3_7_2_1_1366078143349_2856">Upon the closing of the meeting on 15 March, the CSW adopted its <strong>Agreed Conclusions,</strong> in which <strong>Women Won&#8217;t Wait celebrates the inclusion of the linkage between VAWG and HIV/AIDS,</strong> the condemnation and call to action to prevent and eliminate discrimination and violence against women and girls living with HIV, the provision of post-exposure prophylaxis for HIV infection, diagnosis and treatment for STIs for women and girls who experience violence, and the call to accelerate efforts to address the intersection of HIV and VAWG and strengthen coordination and integration of policies, programs and services to address the intersection, ensuring that HIV responses are leveraged to prevent VAWG.</p>
<p>&nbsp;</p>
<p id="yui_3_7_2_1_1366078143349_3063">The CSW proved to be a strategic opportunity for campaign members to make strong, evidence and experience-based contributions for incorporating the linkages and their proposals for effectively translating them at national, regional and global levels into the CSW outcomes and the post-2015 process.</p>

<p>Baby Rivona is a 45-year-old mother of two who lives in Jakarta. She is a busy woman. As well as caring for her 3-year-old son, her role as the head of a nationwide advocacy group requires her to communicate with members from around Indonesia, meet with government departments and travel around the world to consult with international organizations such as the United Nations.</p>
<p>Ten years ago, Baby was diagnosed with HIV during a routine test required by her Malaysia visa. Her work permit was revoked and Baby returned to Jakarta with little money and no job. As she sat in a hospital waiting room for treatment, Baby looked around at fellow HIV and AIDS patients. Observing that many of them looked sick and gaunt, Baby told herself, “I don’t want to be like them.”</p>
<p>After reading every piece of information she could find on her condition and ensuring she received adequate medical care, Baby is now able to manage her condition so that she can lead a healthy life. As the national coordinator of the Indonesian Positive Women Network (IPPI), she is painfully aware that not all HIV-positive women in Indonesia are as informed and empowered to fight the disease as she is.</p>
<p>“We’re talking about people like me who can read the documents in English on ARV [antiretroviral] treatment and everything, but what about people who don’t know a word of English? The counsellors and the doctors do not always update their skills. How can they give their patients the current information?” Baby says.</p>
<p>She adds, “So people living with HIV think treatment is useless, they think you will die. The demand [for ARVs] is still not strong enough, because the information is not there.”</p>
<p>Around 24,000 people are taking antiretroviral drugs in Indonesia, which help to keep people with HIV healthy and reduce the risk of transmitting the disease. The Ministry of Health estimates this figure accounts for only 40 percent of those who need the medication.</p>
<p>Baby says that in spite of the government’s policy of providing ARV medication free of charge, “fees” or bribes are regularly charged for patients trying to access treatment. “If you want the services, you pay,” she says.</p>
<p>Aditya Wardhana, the coordinator of the Indonesian AIDS Coalition, adds that receiving any kind of medical treatment is made more difficult for people who are HIV positive because of discrimination within the health care system.</p>
<p>“We have 250 AIDS hospitals in Indonesia. And that’s sometimes an obstacle because when people [with HIV/AIDS] try to access treatment outside the AIDS hospital they get refused. The provider will say, ‘You should go to the other hospital,’ but maybe they don’t need any specific treatment,” Aditya says. “We need to tell our government that every hospital should be ready to treat people with HIV. Because besides the ART [antiretroviral therapy] and diagnostic tests, they don’t need any specific treatment.”</p>
<p>General hospitals that do treat those with AIDS often require HIV-positive patients to wait in special “isolation rooms” where they often have to wait longer than other patients to see a doctor, according to complaints received by the Indonesian AIDS Coalition and the IPPI.</p>
<p>Over the past few years examples of human rights abuses in the health care system have come to light with reports of the forced sterilization of HIV positive women.</p>
<p>“We began to hear of the situations in 2006,” Baby says, “but we did not really understand yet. Then in 2008 we started to understand why: some women living with HIV were saying when they were using the health services they had to undergo sterilization. We did a study. We talked to the then minister of health and we protested at the National AIDS Summit in Yogyakarta.”</p>
<p>Any medical procedure conducted without consent is considered a violation of human rights conventions that Indonesia has ratified, including the International Covenant on Civil and Political Rights.</p>
<p>Guidelines from the World Health Organization (WHO) that have been adopted in Indonesia recommend ARV treatment and, in some cases, a caesarean delivery as the best practices to prevent the likelihood of transmission of HIV from mothers to their babies. Such methods reduce the chance of a baby contracting HIV from its mother to below 5 percent, according to the WHO.</p>
<p>A report released last year by the Women of the Asia Pacific Network of People Living with HIV/AIDS surveyed 109 HIV-positive Indonesian women in 2011. Just over 40 percent had been asked, usually by a medical professional, to undergo sterilization and five women reported they did not have the option to decline the procedure.</p>
<p>Baby says improvements have been made, with the help of the current health minister, Nafsiah Mboi, who discouraged sterilization and reminds health workers of the WHO guidelines.</p>
<p>“We know they don’t force sterilization anymore,” Baby says, “but they still ask women many, many times to do the procedure.”</p>
<p>Nafsiah, who used to be the head of the National AIDS Commission, is described by those in the AIDS advocacy community as a strong leader willing to take action on HIV and AIDS. The minister believes a holistic approach is needed to combat the disease</p>
<p>“We are working on very comprehensive efforts to tackle all the problems,” Nafsiah says. “But first we must educate the youth about religion, morals, reproductive health and how to avoid drug addiction. We have too many young people engaging in risky behaviors, especially unsafe sex. The number of abortions is increasing.”</p>
<p>This can be made difficult by concerns among some religious communities over sex education. While last year’s National AIDS Commission report says that the Nahdlatul Ulama have assisted with outreach services to treat those with HIV and AIDS, another Islamic group, the Indonesian Council of Ulema (MUI), is less supportive of some efforts to prevent HIV.</p>
<p>The chairman of MUI, Amidhan Shaberah, told the Jakarta Globe, “We reject the use of condoms outside of marriage.” He explained that until now the MUI had not supported sex education but that its members were now trying to agree on requirements to decide whether a curriculum that met its guidelines would be permissible.</p>
<p>Aditya says that while views such as the MUI’s do make HIV prevention more difficult, organizations targeted toward specific communities affected by HIV and AIDS are able to operate effectively.</p>
<p>More difficult, he says, is reaching out to members of the general population.</p>
<p>“The problem is, the epidemic is already broader than we thought. Right now, we know that many housewives are infected. As the numbers increase, we don’t have any programs for them.”</p>
<p>Nafsiah agrees, saying, “What’s terrifying is the fact that more and more housewives are getting infected, mostly from their husbands, and these women could transmit their disease to their babies. We can save the babies from being infected if we can catch the infection early and put the mother on antiretroviral treatment immediately. Next year we plan to perform HIV tests on all pregnant women.”</p>
<p>Over 8,000 pregnant women are estimated to be infected with HIV/AIDS, based on 2011 Ministry of Health figures. The number of Indonesians living with HIV was around 370,000 in 2011, according to UNAIDS.</p>
<p>Around $69 million was spent in 2010 to prevent and treat AIDS, according to the National AIDS Commission, an increase of around 13 million since 2006. More than half of that comes from international funds.</p>
<p>Baby says that while more funding is always helpful, addressing HIV and AIDS in Indonesia is as much about attitude as it is about money.</p>
<p>“This is still a patriarchal culture. There’s discrimination, stigma, financial issues and a lack of knowledge that are causing this. The discrimination in the health system has gotten better over the past few years, but we want more. We want people with HIV to be treated like any other people. I used to wonder why God gave me HIV, but I think maybe it is so I can be a role model and fight for women on these issues.”</p>

			<content:encoded><![CDATA[<p>Ikatan Perempuan Positif Indonesia bekerjasama dengan Youth Lead, UNAIDS dan UNWOMEN telah berhasil melaksanakan pelatihan New Generation bagi Remaja Populasi Kunci di Indonesia yang dilaksanakan pada 28 November &#8211; 3 Desember 2012. New Generation Training sendiri adalah sebuah peningkatan kapasitas yang digaungkan oleo Youth Lead sebagai sebuah jaringan bagi remaja populace kunci di ASIA PASIFIK dengan tujuan untuk membangun jiwa kepemimpinan remaja populasi kunci serta menjadi agen perubahan dan mampu terlibat dal am posisi pengambilan keputusan.</p>
<p>Berikut sedikit cerita dari Ayu Oktariani dalam blog pribadinya terkait proses pelatihan ini:</p>
<p>Pelatihan kali ini tidak seperti pelatihan kebanyakan, monoton dan hanya terpaku pada slide atau sibuk mencatat dan mendengarkan sang fasilitator mengoceh gak karuan. tapi yang kali ini berbeda. Newgen leadership training yang diadakan 28 Nov s.d 3 Dec lalu memiliki banyak pesan moral dan hasil yang cukup baik. Khususnya dari peserta yang hadir. 24 Orang yang hadir diantaranya, remaja muda MSM (gay), Transgender, pekerja seks, pecandu dan perempuan yang hidup dengan HIV. </p>
<p>Mereka yang awalnya tidak saling mengenal, malu malu bahkan tidak mau bicara membuat saya sebagai trainer awalnya aga sulit mencairkan suasana. Tapi merangsang seseorang memiliki jiwa pemimpin dasarnya memang tidak mudah. Dan terima kasih Tuhan, kami memilih peserta yang tepat. Ke 24 orang yang terpilih dari latar belakang beragam nyatanya memang seorang pemimpin. Mereka remaja yang mau belajar dan beradaptasi dengan lingkungan sekitarnya. Datang dari latar belakang yang berbeda dan kehidupan yang tidaklah muah, mereka hadir dan belajar bersama selama 5 hari di Jakarta.</p>
<p>Di awal hari, agak kesulitan untuk membangun suasana yang bersahabat dan mendukung. Namun berkat permainan dalam setiap aktifitas yang mengajak peserta agar terlibat aktif. Mereka menjadi semakin nyaman untuk berinteraksi satu sama lain. </p>
<p>Awalnya Peserta juga masih memerlukan waktu untuk mengenal satu sama lain, dan beberapa permainan yang mengajak mereka harus berpasangan dengan orang ang tidak mereka kenal membuat mereka akhirnya membaur dalam kelompok. Karena sangat penting untuk mendorong peserta untuk berbaur dan belajar dari orang lain. Hal ini juga akan menimbulkan rasa percaya bahwa mereka dapat bekerja dengan siapa saja tanpa memandang keberagaman dan perbedaan.</p>
<p>Di akhir hari, saya melihat begitu banyak perubahan. Masing-masing dari peserta menunjukan perkembangan yang signifikan dan menunjukan bahwa mereka adalah pemimpin. Banyak pembelajaran yang membuat mereka berubah pesat, seperti kemampuan berbicara di depa umum, kemampuan berkomunikasi, bagaimana menjadi pemimpin dalam kelompok, bagaimana menjadi pemimpin untuk diri mereka sendiri. Dengan latar belakang kehidupan yang cukup berat, banyak peserta yang berbagi cerita tentang pengalaman mereka pertama kali terinfeksi HIV dan kesulitan serta tantangan dan hambatan yang dihadapi. Hampir dari mereka semua menyampaikan bahwa, pelatihan ini membantu mereka menemukan jati diri, mengembalikan kepercayaan diri dan semakin yakin bahwa Tuhan tidak pernah tidur dan kesempatan selalu terbuka lebar di depan mata.</p>

Tanpa didasari pengetahuan yang benar tentang kesehatan dan hak seksual reproduksi, perempuan rentan terhadap kehamilan yang tidak direncanakan, infeksi saluran reproduksi, infeksi menular seksual termasuk HIV dan kekerasan seksual.</p>
<p>IPPI Propinsi DKI Jakarta bekerjasama dengan Komisi Penanggulangan AIDS Propinsi DKI Jakarta telah berhasil melaksanakan Training Hak Kesehatan Seksual dan Reproduksi pada bulan Juni, 2012.</p>

<p style="text-align: left;" align="center">Sinopsis Film:</p>
<p>Sebuah pabrik konveksi di wilayah selatan Bandung ditutup pada awal 2005. Eli bersama ratusan buruh dipecat agar operasi pemintalan bahan pakaian di pabrik yang oleh pengadilan telah dinyatakan bangkrut tersebut dapat tetap berjalan. Menanggung beban ekonomi keluarga, dengan berat hati ibu dua orang anak ini kemudian bekerja di Malaysia – sebagai babu. Kehidupan keluarganya nampak lancar, bahkan berlebih hingga bisa membeli rumah, kendaraan, serta menyekolahkan anak-anaknya di tempat yang cukup mahal – dimana hal-hal tersebut merupakan kemewahan yang berlebih di kampung tempat keluarganya menetap.</p>
<p>Kemelut rumah tangganya semakin tak teredam saat anak keduanya, Dara, wafat akibat sejumlah penyakit yang tidak dapat dilawan oleh sistem kekebalan tubuhnya. AIDS? Kabar tersebut terlontar dari dokter yang lalu mensyaratkan tes HIV kepada Eli demi mengetahui asal-usul ketidakberfungsian sistem kekebalan tubuh Dara.</p>
<p>Alih-alih interospeksi, sikap kasar suami Eli, Yaya, semakin menjadi mengetahui istrinya mengidap HIV, yang tak dapat pula disangkal ditularkan ke almarhumah anaknya saat melahirkan. Yaya terus meyakinkan kepada siapapun, terutama dirinya, bahwa Eli-lah yang membawa HIV ke dalam rumah tangganya. Elipun menjadi kambing hitam atas kematian putrinya, termasuk oleh keluarga besarnya.</p>
<p>Sikap semena-mena suami dan keluarga besarnya menjadi penderitaan yang terus menumpuk, bahkan setelah pengorbanan Eli bekerja jauh dan menjadi tulang punggung keluarganya selama ini. Hingga suatu saat kemarahannya benar-benar tak tertahan, tak tertahan pula untuk membeberkan kebenaran tentang asal muasal HIV dalam rumah tangganya di tengah kekerasan fisik yang telah dialaminya bahkan sebelum Dara wafat. Eli minggat dari rumahnya. Menelantarkan diri di tengah kota setelah tak ada lagi yang bisa dilakukan di kampungnya dimana kini sawah telah menjadi kompleks perumahan, keluarga menganggapnya hanya sebagai sapi perahan, dan pengidap HIV tidak diperkenankan menjadi buruh migran.</p>
